To help you out a bit with that command as you are new to Comptia, try in the command prompt "shutdown -s -t 1" without the quotes. The first thing came to my mind as i was reading, is what Jono said. Suggestions on other things I could do/look at? Is the mouse issue related? Any insight on what could be the issue, what causes this, or why it is happening in regards to the restart/shutdown issue, or the mouse issue? I am also becoming a bit paranoid about this and wondering if I have somehow managed to pick up some malware, so I have airgapped this machine from the rest of my network. If i were to make a wild guess I would think that something in the OS is corrupted or something, preventing the restarts/shutdowns, and due to the improper shutdowns, the corruptions are now "spreading", probably better put, happening elsewhere? I spent the past 15 years using computers for email, looking up manuals, and ordering parts, so the technical side of things is something i have only picked up in the past 8 months since pursuing my Comptia Certs and starting school. So I am at a bit of a loss as to whats happening.

checked all my drivers in device manager, everything is up to date, my vendor mouse drivers are all up to date. I am unable to find anything unusual in my task manager, and my CPU, Memory, and Network usage isn't out of the ordinary. I have installed and run ClamAV, no issues. Mouses tested: Logitech MX Master 3, Logitech M510, noname usb wired mouse. All three mouses I have tried using on this system exhibit the same issue, but work fine on other systems. However, I can navigate via my keyboard just fine. Furthermore, my mouse drivers seem to be malfunctioning now, I am getting massive lag with any mouse, occasionally no response whatsoever. I've run system repair within WinRE, no issues found.

My windows delivery optimization is turned off. Ran my dell hardware checker/whatever it is in the preOS boot cycle, no issues found. No quick boot/fast start enabled in windows or the BIOS. Have tried playing with many different power settings, not change. Ran Windows Troubleshooter, no issues found.

I have run manual scans with Windows Defender, no issues. Power CFG command does not run or give any indication of issues, just nothing. Fast forward to a few days ago, my computer will no longer sleep, it still does not restart or shutdown. When doing so I ran SFC and CHKDisk, as well as DISM /Online /Cleanup-Image /CheckHealth. I have used server backup to copy the system image to a new, larger SSD to boot from, as I was running low on space. Since then I have been just leaving it to sleep, or the occasional hard shutdown. I have left it on the shutdown screen/restart screen for as long as 3 hours, it will not complete the process. Starting 2 -3 weeks ago my computer stopped shutting down or restarting. Symptoms and what I have done to troubleshoot: Mostly this machine is used for exploring concepts, running VMs, homework, etc. I'm a new cybersecurity student, changing careers after 15 years as a heavy equipment mechanic. I use this machine as a general purpose workstation in my homelab. Windows Server 2022 Datacenter Edition, all updates installed as of (yesterday) I'm excited to be here, and hope to be able to contribute. So, first interaction here, so if more is needed, or if I am doing something wrong, I am open to suggestions or guidance with forum ettiquette.
